Eluru is a place sacred to memory, consecrated by legend and immortalized by History with its original name as ‘ Helpuri’. The great Vengi Empire flourished near here at Pedavegi, and Denduluru was the seat of the Salankayana Dynasty. Eluru Town is encircled by Akkileru, Tammileru and famous Lolleru and so ith was called ‘Yeruluru’ which, in course of time, assumed the mane as ‘Eluru’. The ruins of the Fort of Chalukya Dynasty are still in tact and the said place is known as ‘Kota Dibba’.
In the fitness of things, the District Munsif’s Court was located here as early as 1814 during the Regime of East – India Company. It was originally in the old Godavari District and the jurisdiction extended up to Kakinada. Later’ it became part and parcel of Krishna District and ultimately emerged das West Godavari District in 1925. the District Court was started at Eluru in January 1926.
Our Eluru Bar is renowned for the erudition’ knowledge and large heartedness of its members. The Town hall in Eluru owes its existence to the late Sri Punyamurtula Krishnam Raju Pntulu, who was the donor of the structure and whose name is inscribed on the building itself. Late Sri Cherukuvada Seetaramayya’ the standing counsel of Raja of Sanivarapupeta, founded Sanskrit School and also set up a Choultry which is feeding students. The said Institution is functioning even till to – day having its location by the side of the Grand Trunk Road.
Sri Pemmaraju Gurraju and Sattiraju Seetharamayya were also members of the Bar and noted for benevolence. Late Somanchi Seetharamayya garu, a leading advocate and former President of our Bar Association, donated site and building to the local Theosophical Society, known as ‘Theosophical Lodge’ located on GNT Road. His Son Somanchi Lingayya, also and advocate, was an eloquent speaker and also renowned as the best translator ever known.
The lawyers of this place have always been taking active part in public life of the country. Late Somanchi Bheema Snakaram was am member of the subjects Committee of the Indian National Congress even before the advent of Gandhian Era. Late Chadalavada Chakradhara rao was official and non-official leader of Eluru Bar for over two decades.
Late Sri Mocherla Ramachandra Rao was member of our Bar who was a stalwart and a distinguished genius, populary known as south Indian Gokhale. He was President of the District Board and also Chairman of Eluru Municipality. He was not only member of the Provincial and central Legislature, but also represented India in the Round –Table Conference at London. He was founder-father of the Cooperative Movement in South India. He was the earliest to champion the cause of the people in the Natve States. Significantly ‘The Times of London’ referred to his services in its paper after his demise.
Late Sir K.V.Reddy Naidu, another equally distinguished member of our Bar, held every high position that was open to Indians in those days including that of the Governorship of Madras Presidency. As Vice – Chancellor of Annamalai University, he made his mark as an able educationist. He was also Agent General in South Africa.
Another member of our Bar, Late Sri K. Sanjeeva Rao Naidu, became Judge of our High Court and later also Chief. Justice of Assam. Late Sri R.V. Rama Rao could occupy the position of public prosecutor of A.P. state High Court.
Among the next generation of lawyers. Late Penmetcha Peddi Raju and Badeti Venkataramayya Naidu, though rivals in politices, were good friends at the Bar. They chired District board and adorned the Provincial Legislatures. Other members of the Bar, who became legislators, include Late Dandu Naryayana RAju a trusted lieutenant of Mahatma Gandhi in freedom struggle and, Sri Chitturi Indrayya. Sri S.K.V. Krishnavataram and Sri Mallepudi Rajeswara rao, the present members of our Bar Association have also become legislators who have made a mark. It may be added that late Sri T.V.Raghavulu, a junior of Sri Krishnavataram, became Minister of Government of A.P.
Eminent lawyers like Andhra kesari Prakasam, Sir Allsdi Krishna Swamy Ayyar, Sir C.P.Rama Rao Swamy Ayyar, Sri B.Somayya, Sri Srinivasa Ayyangar, Sri V.Govinda-rajachari and Sri D. Narasaraju and other great lawyers used to appear in a number of cases at our place.
Sri Grandhi Venkata Reddy Naidu of Narasapur Bar became Minister late Yerramilli Narayana murthy of Narasapur, Sri Chamarti Ramana Rao of Kovvur and the late Sri Gandham Venkayya Nayudu of Bhimavaram, Sri Mulukutla Surya Prakasa Rao, Sri Pemmaraju Gopalam served as chairmen of Eluru Muncipality.
From the history of the freedom struggle, we find that late Sri Tallapragada Panakaia Rao and Sri Kaki Venkata Mutyalu were arrested and rusticated from the Arts College, Rajahmundry for participation in Vandemataram Movement.
Sarvasri Veluri Satayanarayana and Musti Lakshmi – narayana, Adavi Bapiraju of Bhimavaram Bar and Bhamidipati Satyanarayana of Narasapur Bar, and Sri Budhiraju Raj Bhushana rao, Sri Pandranga Rajeswara rao of Eluru Bar courted imprisonment during the freedom struggle. Sri Alluri Bapineedu advocate of Kovvur was president, Zilla – Parishad, for a long time and also was member of the Legislative council.
In the realm of fine Arts, late Adivi Bapiraju of Bhimavaram Bar established international reputation as an artist and poet and produced famous disciples and was reputed as ‘Kulapathi’. He is one of the greatest novelists. He was also a painter and an editor he was also principal of the famous Andhra Jateeyan Kalasala of Masulipatnam. Late Poduri Ramachandrarao of Eluru was also a great novelist. Late Nanduri Subbarao of Eluru Bar became immortal as a poet through his famous ‘Enkipaatalu’. Late Banda Kanakalingeswararao was an eminent stage and cine – artist in his own right. He was only member of the sahitya Academy of the country from south India, when it was first constituted after Independence. Among the living, Sri Pothukuchi Ramajogeswararao, Sri Mocherla Venkatarao, Sri Chamarti Kameswara rao have made a mark as stage – artistes. Late Dasu Sri Ramulu, a leading member of our Bar, was a poet and a great connoisseur of art particularly in music and Dance. His sons were also lawyers.

SRI B.V.KRISHNA RAO (89 YEARS)
Sri B.V.Krishna Rao was born o 23-010-1919 to Sri Siva Brahmam, (vakeel) and Smt. Subbamma. He was enrolled as an advocate on 26-11-1945. He was associated with Sri K.S.R.Apparao. hes father was a leading vakeel and leader of the Bar. His brother-in-law K.S.Apparao nephews to Sri K.S.Ranganayakulu, Sri K.Venkatarayalu are also Advocates. He encted various roles in Dramas and bagged several medals. Till recently he was one of the leading Advocates on Civil Side. He earned good reputation. He is docile and non – controversial, always mind his own business. He is of the opinion that for the harmonious function of the system the relations between the Bench and Bar should be cordial. SRI DEVARAKONDA SIVAKUMARSASTRY (85 YEARS)
Sri Devarakonda Sivakumarsastry was born on 8-12-1922 at Mandapaka village, near Tanuku, west Godavari District, to Sri D.Satayanarayana murty and Smt Ramalakshmi. He studied upto SSLC in District Board High school at Tanuku. Graduated from Government Arts College, Rajahmundry. Studied law in madras law college from 1946 to 1948. Apprenticed under Pappu Somasundaram, Advocate of madra. Enrolled as Advocate on 16-8-1949. Since then he has been practicing at Eluru.
Worked as public prosecutor of Additional Sessions Court, West Godavari from 1967 to 1973 (2term). Worked as district public prosecutor from 1973 to 1976. Served as member of state Bar Council from 1961 to 1965. Served as President of Eluru Bar association, President of all India lawyers Association President of law forum, President of AP public prosecutors Association, President of rate payers association, Honorary President of senior citizens welfare Association, President of Rotary club Eluru.
His Junior Smt. G.Radha Rani is working as II Additional Sessions Judge, Ongole. His Junior Mr. G.S.V. Prasad is working as Asst. Public Prosecutor. His Junior M. Roosevelt worked as grade –I Public Prosecutor.

Sri A. Suryanarayana Rao was born on 13-06-1924 to Sri Surayya and Suryakantham. He took law Degree from Madras law xollege in the year 1947 and enrolled as Advocate on 8-11-1948. he was the associate o f(late) sri Valluri Venkata Subbarao . his father was a leading criminal advocate having 2 sons and 3 daughter. His elder son is working as superintending engineer, Eastren power distributing company, Visakhapatnam. His younger son is sri AVS Suryarao is the member of Eluru Bar Association. Sri Valluri Venkata Krishna Rao is born on 9-11-1932 to Sri Venkata Subbarao and Smt. Durga Annapurnamma. His father was an eminent lawyer. His maternal grandfather Sri Munnagi Ramaiah was judicial officer worked in between 1890 to 1900 and was the founder secretary of Hindu college, Machilipatnam. Sri Krishnarao married Smt. Janki. They are blessed with 2 sons. Both sons are software engineers and settled at Bangalore. Mr. Krishnarao is standing council for Indian bank and Andhra bank.
